Ontario modernizes OINP — 8 streams collapse to 4, new Ontario Workforce Priority stream launches

Ontario is redesigning the Ontario Immigrant Nominee Program (OINP): the existing eight streams are being consolidated into four to target in-demand jobs, tighten eligibility, and reduce duplication. The Ontario Workforce Priority (OWP) stream is the first to launch — it connects workers with confirmed Ontario job offers to permanent residence, adds minimum language/education requirements, prioritizes Ontario work experience, lowers revenue thresholds so more small Northern and rural employers qualify for the first time, and lets applicants qualify for related roles while working toward credential equivalency (e.g., a nurse working as a PSW). The Expression of Interest system closed temporarily on June 25, 2026 and is expected to reopen later this summer; applications already in progress under the previous structure will continue under their original stream. In 2025 the OINP nominated 10,750 candidates and integrity teams issued 56 bans and 76 administrative penalties. Changes are made under O. Reg. 422/17 under the Ontario Immigration Act and are in effect immediately.
